| Frederick Mahony - Fredrick Mahony was appointed as an Investigator for the Massachusetts Alcoholic Beverages Control Commission in 1995 and Chief of the Enforcement Division in 2000. He is a graduate of Boston State College and attended New England School of Law. In 2003 he was instrumental in saving the Massachusetts ABCC from being eliminated by then Governor Mitt Romney. Chief Mahony filed and lobbied for legislation to move the agency to the Office of the State Treasurer, where the Enforcement Division was reinstated. For this effort, he was named the NLLEA’s 2004 Agent of the Year.
Chief Mahony is a member and serves on the Massachusetts Governors Interagency Council on Substance Abuse and the Massachusetts Chiefs of Police Association. Chief Mahony resides in Marshfield Massachusetts with his wife Anne.

| Steven Ernst- Assistant Director Steven Ernst is a 26 year veteran with the California Alcoholic Beverage Control. He oversees 12 field offices, over 41,000 licensees and nearly 180 employees (sworn and civilian) spanning an area from the Oregon border to Fresno. Mr. Ernst began his career with CABC on the streets of Los Angeles then promoted and relocated to San Diego. Throughout his career he organized enforcement and licensing efforts for 3 Super Bowls and numerous conventions including the Republican National Convention. He pioneered undercover ABC narcotic investigations in bars and markets throughout San Diego County, was instrumental in creating a regional law enforcement philosophy by coordinating enforcement efforts between State, local police and sheriff departments as well as provided training to allied law enforcement officers in California and Mexico.
During the course of his career Steve has served as a department firearms instructor, defensive tactics instructor, internal affairs investigator and POST academy instructor. Mr. Ernst holds a Bachelor of Arts degree in Criminal Justice from California State University, Sacramento. He has been married for over 31 years, has 3 grown children and is expecting his first grandchild in December 2009.

| Richard Cologie - Richard Cologie is the Deputy Director in charge of Administration with the Ohio Investigative Unit (OIU) of the Ohio Department of Public Safety. He previously served OIU as an Agent-In-Charge of both the Athens office and Administration. Prior to those positions, as an Assistant Agent-In-Charge he oversaw the unit’s statewide educational program and served as the unit’s public information officer. Richard began working as an agent for the state in 1992 when he joined the Department of Liquor Control. He has also served as a municipal police officer and a county deputy sheriff in Ohio.
Richard has served as an instructor for the NLLEA’s Training Academy and represented OIU when it received the NLLEA’s award for Most Innovative Liquor Law Enforcement Program in 2001. He is also a past recipient of the Ohio Department of Public Safety’s Excellence in Service Award. Richard graduated from Northwestern University School of Police Staff and Command and holds an Associate’s degree in Police Science from Hocking College. Richard and his wife, Stephanie, have three children and reside in Southeast Ohio.

| James Wilson - James M. Wilson is a Lieutenant with the New Hampshire State Liquor Commission’s Bureau of Enforcement. A 17 year law enforcement veteran, he is currently the southern region field commander supervising licensing, education, outreach and enforcement activities in five of the state’s ten counties bordering Maine, Massachusetts and Vermont. He previously served as the Bureau’s Special Services Lieutenant where he oversaw the Bureau’s education and outreach programs statewide and has served as the Bureau’s primary grant writer having written several successful grants focusing on areas such as alcohol, drug and impaired driving enforcement as well as substance abuse educational programs.
Since joining the Bureau of Enforcement in 2002, he has developed and implemented several educational programs for holders of liquor licenses and their employees, law enforcement personnel, parents and youth. His other responsibilities include serving on the Bureau’s Arrest Control and Tactics Unit (ACTU) and a Bureau armorer. He holds law enforcement instructor certifications in firearms, defensive tactics, and edged weapon defense. Prior to joining NHSLC BOE he served with the NH Department of Corrections for almost 10 years in a number of capacities including Criminal Investigator, Sergeant and Training Specialist. James holds an Associate Degree in Criminal Justice from the New Hampshire Technical Institute.
