| Richard Cologie - Richard Cologie is the Deputy Director in charge of Administration with the Ohio Investigative Unit (OIU) of the Ohio Department of Public Safety. He previously served OIU as an Assistant Agent-In-Charge overseeing the unit’s statewide educational program and serving as the unit’s public information officer. In 2006 Richard was promoted to Agent-In-Charge and assigned to the Athens Enforcement Office where he oversaw operations until his current assignment. Richard began working as an agent for the state in 1992 when he joined the Department of Liquor Control. He has also served as a municipal police officer and a county deputy sheriff in Ohio.
Richard has served as an instructor for the NLLEA’s Training Academy and represented OIU when it received the NLLEA’s award for Most Innovative Liquor Law Enforcement Program in 2001. He is also a past recipient of the Ohio Department of Public Safety’s Excellence in Service Award. Richard graduated from Northwestern University School of Police Staff and Command and holds an Associate’s degree in Police Science from Hocking College. Richard and his wife, Stephanie, have three children and reside in Southeast Ohio.

| James Wilson - James M. Wilson is a lieutenant with the New Hampshire State Liquor Commission’s Division of Enforcement. A 19 year law enforcement veteran, James is currently the Division’s Commander of Field Operations where he manages field enforcement, licensing, education and outreach activities state wide. James also acts as the field liaison for police chiefs, sheriff’s deputies, other state law enforcement agencies as well as community groups and prevention coalitions.
James is a regular presenter at the Office of Juvenile Justice and Delinquency Prevention’s (OJJDP) National Leadership Conference in topic areas such as fraudulent identification, managing media campaigns and coalition building. Prior to joining the Division of Liquor Enforcement in 2002, he served the NH Department of Corrections for 10 years where he reached the rank of sergeant and was assigned to the Department’s Training Bureau as well as the Special Investigations Unit.

| Phillip Calvert- Phillip Calvert is a Captain with the Alabama Alcoholic Beverage Control Board’s Law Enforcement Division. He currently serves as the Director of Accounting for the agency. In this position he is responsible for the collection, management, expenditure, and distribution of approximately $500 million in annual revenues. He also serves as the agency liaison to state and federal agencies for technology, grants, and disaster funding. Phillip’s law enforcement career spans 25 years so far, with 22 of those in the Alabama ABC Law Enforcement Division. Phillip is a graduate of the FBI National Academy as a member of the 237th Session in Quantico, Virginia. He holds a Diploma in Avionics Technology from the Alabama Aviation and Technical College, a Bachelor of Science degree in Management of Human Resources from Faulkner University, and a Master of Science degree in Management from Faulkner University.

| Joseph Cannon- Joseph L. Cannon is a Special Agent in Charge with the Virginia Department of Alcohol Beverage Control. Mr. Cannon has over 20 years of experience in private security, loss prevention, and campus and alcohol law enforcement throughout the State of Virginia. Mr. Cannon is actively involved with the NLLEA Training Academy, where he has taught alcohol source investigations, convenience store criminal investigations, drug and gang investigations, and identifying false identifications. Mr. Cannon is also a member of the Hampton Road Chapter of National Organization of Black Law Enforcement Executives (NOBLE).
